PROFILE
I am a PhD Candidate
in the Information Systems and Innovation Group, Department of Management, at The London School of Economics and Political Science.

My PhD dissertation deals with the adoption of information systems in public organisations and public value creation, for which I am conducting an in-depth study in Mexico. In addition, I am also interested in broader areas of Internet policy and its social impacts, such as e-government, open government, digital divide, mobile telecommunication for fostering development, and digital identity management, particularly in the context of Latin American countries.

Expert on the E-Government Indicators Project

In collaboration with Dr. Antonio Cordella, we delivered a background document to inform the OECD secretariat on the following e-government issues: an extensive literature review of the state of the art research and analysis on back-office integration, and policy and economic impacts of e-government; recommendations for further development of e-government indicators.

2008-Client: Kazakhstan Ministry of Justice
Expert on the project “Road map on "Electronic Licensing implementation (led by Prof. Julius Sen)
Drafted a road map proposal to modernize the licensing system to start and open a business in Kazakhstan, based on international experiences.

In 2004 I joined the Telecom-CIDE, a research program hosted at CIDE which mission is to generate and promote relevant policy initiatives for the development of the telecommunications and ICT sector. The programme is sponsored by the main telecom operators in Mexico and other institutions, such as government agencies and think tanks that requests specific projects in the field. During my 3 years of experience there, I have led and coordinated several research projects, mainly related to telecoms regulation, organizational aspects of innovations in the public sector, and the use of technology for fostering development.

Some key research projects I led include: Evaluation of the effects of e-government policies on Competitiveness (2000-2006) (Ministry of the Economy), Social and economic impacts of mobile telephony in Mexico (Telefonica Movistar), Fixed Telephony tariffs in Mexico: Trends and Current Situation (Telmex), White Paper on Breaking Telecommunications Barriers in Mexico, and Assessing the impact of WiFi technologies in Los Libres, Puebla (IDRC).
