Methods of Allocating Shared Fixed Costs

I am using methods derived from Linear and Integer Programming and Game Theory. This work has applications in many organisations. It applies, in particular, to Shared Common Facilities and Tariff Rate Determination for utilities (Electricity, Gas, Water, Telecommunications, etc.)

Also I am interested in the concept of 'fairness' in relation to Allocation (eg Health, Education etc) and am using Minimax objectives to try to achieve this.
