Vincent Kienzler - International development - Social Accountability - Performance measurement and management - Community monitoring

Consultancy interests

As an engineer, I have developed extensive skills in complex ICT systems design, operation and evaluation. Through my study of and work on various aspects of organizational dynamics, I have developed and mastered analytical tools and frameworks essential to the study of organizations and their behaviour. I have gained good knowledge of human agency, which often accounts for the gap one can frequently observe between the objectives of development policies, programmes and public sector reforms on the one side and their actual outcomes on the other. I am keen to offer this knowledge, together with my extensive experience in quantitative and qualitative research design, implementation and analysis for consultancy, in the following area:

  • Design, implementation and evaluation of public sector and public management reforms;
  • Design, implementation and evaluation of Management Information Systems and routine data collection systems;
  • Design, implementation and evaluation of Performance Measurement and Management Systems and Monitoring & Evaluation frameworks;, including design and evaluation of performance indicators and data quality assessment;
  • Assessment of Monitoring & Evaluation capacity and needs in developing countries;
  • Capacity building in performance measurement and management;
  • Monitoring & Evaluation of development projects, programmes and policies.
